CASEY CRIME-SPREE: “Questions from public” forms appear to contain forged signatures, VEXNEWS exclusively reveals

SamazizfalsedocsIn a desperate diversion strategy that they’ve apparently used before, Casey mayor Sam Aziz and his patron council boss Mike Tyler engineered a lengthy attack on Tyler critic and former Labor staffer Kevin Bradford. The pro-Tyler bloc, that includes several local conservatives but also former ALP members who’ve gone along for the ride, allegedly receive special assistance from council officers who work so closely with the Tyler-bloc that there are frequent complaints of special dealings and excessive politicisation of council staff.

At the beginning of Casey council meetings, it’s their normal practice to permit questions to individual councillors from the public sitting in the gallery. This is quite a formal process where questions are submitted in writing, with the signature of the questioner and they are then vetted by council officers and read out by a senior council bureaucrat advising Tyler, in this case a fellow called Steve Dalton. The public are not allowed to rise and ask questions in any other way.

The gallery was full and there were several questions about Tyler, prompted by local press reports, and then strangely a series of them that were said to be from the gallery that related to Tyler’s loudest public critic, Councillor Kevin Bradford.

They excited little interest from the crowd, who were mainly pre-occupied about Tyler or some local grievance, but they were certainly persistent in their effort to punish him or to undermine his credibility as a critic.

It came after the Mayor, a Customs official who drives a Mercedes Benz, Sam Aziz, had boasted to council colleagues that he wasn’t going to “get Bradford once and for all” with a series of supposedly devastating claims. It didn’t really work but they had the best go they could.

All’s fair in love and war, we’d normally say. If you dish it out, you’ve got to take it.

However, VEXNEWS can reveal that such was Casey CEO Mike Tyler’s desperation to dish it out to one of his critics that he appears to have involved himself in what could be kindly called question astro-turfing or that could, at worst, involve him in even further legal trouble relating to the creation of false documents.

VEXNEWS has obtained copies of some of the questions directed to Bradford. As you can see, while there is a crude attempt to disguise the hand-writing, they are clearly all written by the same person, even though they bear three different names. That’s dodgy, although not necessarily illegal.

But check out the signatures. They are clearly forged.

The signatures of ‘Bianca Christani’ and ‘Sam Zaif’ do appear awfully similar don’t they? And they don’t much look like a real signature or even initials.

And then when we examine the signatures of “Stephen Alter” it can be seen those signatures do not match at all, suggesting a very rough attempt to do the same signature that didn’t quite work out. Not exactly at the “Catch me if you can” standard, is it? I suppose ratepayers could at least be comforted by the fact that whichever high-ranking council officer or councillor tried their hand at forgery that they weren’t particularly good at it, suggesting it might have been a first or that, if they are routinely creating false comments, their apprehension will only be a matter of time, given the amateurish quality involved.

Things must be very rough and tough at Casey council if even the forms to get questions asked in the public questions session are forged and constitute false documents under the Victorian Crimes Act.

VEXNEWS understands that – in addition to the formal investigation sought by the council into its CEO’s sexual harassment scandal – a further investigation will be sought in relation to this false document issue, possibly including the Victorian Ombudsman as well as Victoria Police.

  7. What an absolute disgrace. I am embarrassed to admit to my friends I live in the City of Casey. I attended last nights council meeting and was absolutely disgusted in the behaviour of the Mayor and an idiot councilor whos name I dont know but actually used the C word on two seperate occassions. I cannot believe that my rates are actually paying these bozos to sit and make decisions on my behalf. Everyone of the councilors should go as well as the entire senior management including the smirky CEO who sat their the entire time with a smirk on his face as if he was enjoying the breakdown of this council. What an absolute disgrace……I am so agngry and cant wait till the next elections to vote both my two ward councillors out.

Bradford for his call for the State Government to sack the entire council and hopefully that incredibly arrogant CEO Mike Tyler who, and let’s not forget this point, has caused what was witnessed by many rate payers and the media in the council chamber last night. I can’t believe that this bloke has the gaul to sit in his chair with a smirk on his face. The man, and I use that title very loosely when it comes to describing this human being, is nothing more than a selfish grub.

To set the record straight and advise what the media may not publish, at about 7.00pm a clearly “dishevelled” Cr.Halsall called across the Chamber during the meeting to Cr.Bradford, “you are a bully and should be investigated because my wife told me you called her a cxxt”. A polite Cr.Bradford responded that that did not occur and a resident in the gallery called on the Mayor to insist Cr.Halsall retract his comment and apologise to all women in the gallery. The Mayor refused and told the resident to stop interjecting during the debate. The resident insisted on the Mayor demanding an apology and retraction. The Mayor ordered some poor bloody local laws officer to remove the resident from the Chamber and the resident resisted. The Mayor said he would have him forcibly removed by the police. The resident insisted that the Cr. owed everyone present an apology for his appalling behaviour. The Mayor adjourned the meeting and shortly after the police arrived. The resident refused to leave claiming it was the Councillor who should have been arrested for using indecent language towards another Councillor which offended most people present. The Mayor insisted the resident be removed under the Local Law and the poor bloody police had to act accordingly. There was a violent scuffle in the Chamber and the arrest was made after Acting Inspector Owen and Sgt H? from Narre Warren assisted by two constables, wrestled the resident to the ground as he resisted arrest. They led him handcuffed from the Chamber. About 20 minutes later, the meeting resumed and an elderly man of about 80 years of age and clearly terminally ill insisted to the Mayor that the Cr.Halsall owed all present an apology before the meeting continued. The Mayor insisted the man be silent and he refused demanding an apology. The Mayor asked the two Senior Officers who had returned, the Sergeant and Acting Inspector to remove the 80 year old from the Chamber who said he was dying (and that was obvious) and that the Councillor owed everyone an apology and the police could get fxxxed whereupon the elderly man was forcibly encouraged to leave the Chamber. During the course of debate which subsequently ensued, the Mayor used his position as Chairperson to cast aspersions on Councillors during the course of their debate, particularly Councillor Bradford and Councillor Keleher. About an hour or so later into the meeting, Councillor Halsall then stood up and offered an apology for his offence. The police had a terrible job to do and have my sympathies. The personal abuse around the Chamber directed to Councillors who dared challenge a secret legal payment made on behalf of the CEO at Casey was disgraceful.

  21. The police were not over zealous. When two officers attempted to escort the resident from the Chamber by taking an arm either side as he refused to remove himself under the provisions of the Local Government Act, the resident started swinging wildly at the police and physically connected with his flailing arms as the police were trying to carry out their duty. Such was the degree of the resident’s resistance, that it took three male officers all their strength to subdue him and restrain him by cuffing. The resident did physically resist and hit the police as they were carrying out their duty, a duty which would not have been called upon if the Chairperson of the Meeting, Mayor, had called for the Cr.Helsall to apologise for his offensive remarks. The Mayor inflamed the position by protecting one offender and thereby creating others. A very elderly and infirm male was also forcibly escorted from the Chamber by the police at the direction of the Mayor. The elderly male was insistent that Cr.Helsall owed the gallery an apology. That did not come until the meeting resumed about twenty minutes later after the elderly male was forcibly removed. This ugly situation appears to have been manufactured by certain people to detract from the critical issue that was raised by Cr.Bradford.

    It is not about Councillors own agenda, supporting civil matters by council officers or CEO’s, supporting VFL teams or allowing subdivision in areas that are not suitable for housing.

Cheesy books aside, surely that has to preclude her from public office? Although considering the Craig Thomson affair, who knows what’s the limit, these days? If Labor has some golden candidate they want parachuted in, I’m sure some small imbroglio (like a dungeon in his basement, full of captive co-eds) could be overlooked.

  47. So why does Cr Kevin Bradford not turn up to a special council meeting at which a special investigation is goign to be authorised to get to the bottom of the matter he raised last week? Is that how unimportant the issue is to him?

    And also Greens Cr Lynette Kelleher votes against an MAV recommended investigator to provide independent review of Casey’s handlign of the alledged sexual harasment case?

    As a woman, how does Cr Kelleher justify doing this and dividing on it so it is there on th epublic record forever?
