RIGHT ON: Comeback kid master ninja Mark Arbib scores promotion

The Prime Minister’s press release shows that reports of the death of the influence of the NSW Right were greatly exaggerated. Mark Arbib has been promoted to Brendan O’Connor’s area of Employment Participation, where all conceded he’d done an excellent job. A promotion of sorts gets O’Connor NSW Lefty Bob Debus’s job of Home Affairs. Debus was “encouraged” to retire by the PMO in order to free up a vacancy for Greg Combet.

The bottom line is that the NSW Right got all the compensation it expected from missing out on the ministerial promotion, the extra Parl Sec spot, the Cabinet vacancy AND also Arbib’s promotion. Mark “Ninja” Arbib will have ample reason to smile, quietly somersault and then calm down to look serious and humble for his next SkyNews appearance. This decision cements him as a highly effective and clout-wielding factional operator, who has been able to forge his own strong connections with Rudd and two big PMO honchos, Lachlan Harris and Alistair Jordan.

While John Brumby’s COS Dan O’Brien can’t get Jordan to return his phone calls, the Arbib ninja is first among equals in the Al speed-dial of thought partners. And it’s been rewarded massively today. To be in the NSW Right is divine indeed, if one is blessed with the sanction of the Ninja.

Combet gets to be understudy to Minister for Defence John Faulkner and continues to assist the Giant Ego of Adelaide Arrogance Pennita Wong who is always wrong. If Combet continues his wily tricks of sneakery against either of these two heavy leftist hitters, we fear he will be found floating on Lake Burley Griffin after an unfortunate “boating accident”.

Victorian Right convenor Richard Marles was also a notable, surprising and much-deserved promotion. This will enable Senator David Feeney to take on the convenorship position, his chance to move above internicine and destructive intra-factional warfare in Melbourne and to do what he has always been quite good at, expanding the moderate empire through his wit and guile. This is a great recognition of Marles’s potential too, something we have long believed in since we first spotted him at the Evil Empire of Melbourne University student politics. While he doesn’t have the high profile of some of the new arrivals in Canberra – partly because he made the huge mistake of working at the ACTU quagmire for a decade where no moderate goes unpunished – Marles was always going to do well in the boarding school environment of Club Fed. Well, we always thought he would. And today, he’s proved us right. He’s climbed his first significant ladder in Canberra’s game of Snakes and Ladders.

His chum Bill Shorten is believed to have pushed very hard with powerplayers like Gillard for Richard’s promotion believing that the Victorian Right is under-represented in the higher ranks of the Government, so it’s a win for the recently promoted Disabilities and Bushfire supremo too.

The only Victorian probably disappointed by all this is Mark Dreyfus who is as accomplished a man as there is in the Australian parliament, leaving a booming practice at the Bar to go into politics. He’d have hoped for promotion but our VEXNEWS crystal ball tells us that Dreyfus won’t leave Canberra without being Attorney-General and might well retire to that brutalist building by the Lake where lawyers quake before our Highest Court.

Lefty Senator and Parl Secretary Jan McLucas, who has immersed herself in embarrassment by being a Queensland Senator who lives full-time in Canberra, has been replaced by the highly regarded lefty faction operator from SA Mark Butler. Left sources tell VEXNEWS that their faction in Queensland has decided she will not contest the next election because of the scandal caused by her residence and potential breaches of guidelines on travel allowance claims.

Also very pleasing for patriots was the big promotion for Senator Joe Ludwig, of the Queensland AWU faction. Ludwig takes on John Faulkner’s former central role as Cabinet Secretary and Special Minister of State giving the Pineapple State and incredible grasp on power positions in the Rudd government. Ludwig is the highly respected son of Queensland AWU boss Bill Ludwig and the move draws the Queensland AWU into the Rudd regime in a very strong way.

Rudd is a lot of frustrating things but one thing he most certainly has proven himself to be is razor sharp and scary smart.

Today’s announcement, in all its nuance, demonstrates that in spades.

PRIME MINISTER

CHANGES TO THE MINISTRY
Today I announce a minor reshaping of the Executive – underlining the Australian Government’s core priorities of nation building for recovery and strengthening Australia’s national security

Yesterday I announced the appointment of Senator the Hon John Faulkner as Minister for Defence.

Senator Faulkner served with distinction as Minister for Veterans’ Affairs, Minister for Defence Science & Personnel, and Minister for the Environment, Sports and Territories in the Keating Government. He also served as Leader of Opposition in the Senate from 1998 through to 2004 and National President of the Australian Labor Party in 2007-08.

Since December 2007 Senator Faulkner has served as Special Minister of State and Cabinet Secretary. He will remain Vice-President of the Executive Council.

Senator Faulkner replaces the Hon Joel Fitzgibbon MP as Minister for Defence. Mr Fitzgibbon was a first class Minister who was instrumental in the delivery of the Defence White Paper and discharged his functions with a genuine compassion and concern for our men and women in uniform.

Today I am pleased to announce the further changes to the Ministry.

Senator the Hon Joseph Ludwig will become Cabinet Secretary and Special Minister of State and continue in his role as the Manager of Government Business in the Senate.

Senator Ludwig is a former barrister who has served in the Senate for more than a decade, including as Manager of Opposition Business in the Senate from 2001 through to 2007 and Manager of Government Business since December 2007.

The Hon Chris Bowen MP will enter Cabinet and be appointed Minister for Financial Services, Superannuation and Corporate Law, and Minister for Human Services. Minister Bowen has served with distinction as Assistant Treasurer since December 2007 and has overseen significant reform in improving fairness and integrity in the tax system and in important areas of consumer rights.

The Hon Dr Craig Emerson MP, Minister for Small Business, Independent Contractors and the Service Economy and Minister Assisting the Finance Minister on Deregulation, will also become Minister for Competition Policy and Consumer Affairs. Minister Emerson’s significant achievements in working with small business to reduce red tape will prove valuable experience in his expanded role.

Senator the Hon Nick Sherry will be appointed Assistant Treasurer. Senator Sherry is a former Shadow Assistant Treasurer and was Parliamentary Secretary for Primary Industry, Energy and Resources during the Keating Government.

The Hon Brendan O’Connor MP will be appointed Minister for Home Affairs, taking on the critical portfolio with responsibility for policing and law enforcement and the administration of Australian territories. Mr O’Connor’s wealth of experience from his strong handling of the employment participation role during the global recession positions him very well to take on this critical national security role.

The Hon Warren Snowdon MP will be appointed Minister for Indigenous Health, Rural and Regional Health and Regional Services Delivery. As a proud resident of Alice Springs, Minister Snowdon is a tireless advocate for Australians living in rural and remote areas.

The Hon Kate Ellis MP will be appointed Minister for Early Childhood Education, Childcare and Youth and will continue as Minister for Sport. Establishing a Ministry for Early Childhood Education and Childcare for the first time reflects the importance the Australian Government places on these policy challenges.

The Hon Greg Combet AM MP will enter the Ministry as the Minister for Defence Personnel, Materiel and Science and the Minister Assisting the Minister for Climate Change.

Mr Combet is well prepared for this important position having previously served as the Parliamentary Secretary for Defence Procurement. He will also continue his important role in relation to the Government’s Carbon Pollution Reduction Scheme by being appointed as Minister Assisting the Minister for Climate Change.

Senator the Hon Mark Arbib will enter the Ministry as the Minister for Employment Participation and the Minister Assisting the Prime Minister on Government Service Delivery. This will build on the work Senator Arbib has carried out in his role as Parliamentary Secretary for Government Service Delivery, in assisting with the roll out of the Government’s historic nation building infrastructure investment.

The Hon Maxine McKew MP will become Parliamentary Secretary for Infrastructure, Transport, Regional Development and Local Government, to further assist in this infrastructure roll out, with a particular focus on community infrastructure and local government.

The Hon Gary Gray AO MP has been appointed Parliamentary Secretary for Western and Northern Australia. Mr Gray’s extensive knowledge of the West and the Northern Territory, and its particular challenges for the future in terms of resource, land and infrastructure management and development make him ideally positioned to take on this role.

Jason Clare MP will be appointed as Parliamentary Secretary for Employment. This will build on his current role as Special Adviser to the Prime Minister on Local Employment. As a Member from Western Sydney Mr Clare has firsthand knowledge of the impact the global recession is having on local jobs around the country.

Mark Butler MP will be appointed as Parliamentary Secretary for Health. Mr Butler will bring to this new role his broad experience working with Government, providers, staff and professionals in the health sector, particularly in hospitals and in aged care, in his home state of South Australia.

Richard Marles MP will be appointed as Parliamentary Secretary for Industry and Innovation. Mr Marles has a comprehensive understanding of the challenges faced by industry through more than ten years in the labour movement, and is well positioned to work across industry developing strong foundations for our emergence from the global recession.

After nearly 28 years of service in the New South Wales and Commonwealth Parliaments, the Hon Bob Debus MP has indicated to me that he will not recontest his seat of Macquarie in New South Wales.

In the context of the current reshuffle and the challenges of the global recession, Mr Debus has made the decision to retire from the Ministry in order to facilitate a strong team for the future to continue the Government’s response during these challenging times.

Mr Debus has made an extraordinary contribution over this time, including in his dedicated service as Minister for Home Affairs. His discipline and integrity are legendary, and his application to the complex and challenging task of our national security has been outstanding.

On a personal note, I would like to thank Bob for his work over such a long period of time, and underscore the significance of his contribution to the Governments of New South Wales and Australia.

Parliamentary Secretary to the Minister for Health and Ageing, Senator the Hon Jan McLucas, has informed me of her decision to step down from her portfolio responsibilities.

She does so in order to focus on her role as Senator for Queensland, given the particular challenges faced by regional, rural and provincial Queensland during the global recession.

Senator McLucas has made a significant contribution through her role as Parliamentary Secretary, and has provided valuable support to the Health Minister in a major area of policy reform and a priority area for the Government.

  3. So the Victorian Right has gained ‘greater representation’ lost when Kelvin’s Ministerial ambitions died as a result of a spectacular case of foot in mouth disease. Not quite. That would assume a like-for-like replacement with a Cabinet spot or, at the very least, a junior Ministry. Other states and factions considering themselves under-represented have been repeatedly accommodated. Jan McLucas didn’t make it into the Ministry for instance- Justine Eliott got it (NSW Right). Plibersek didn’t get a Cabinet spot. Laurie Ferguson didn’t get a Ministry. Burke had his acorns removed from the fire. Brendan O’Connor, in theory, probably got Laurie’s spot.

Snowdon’s ministry is a bit of a wildcard. But the one that is probably ‘Victoria’s’, if any, is the position of Kate Ellis (yes, Kelvin was Shadow AG, a shadow Cabinet position, but let’s be realistic here).

That the Right hasn’t advocated for its return and hasn’t been able to articulate its interests, to tell a story about it, let alone a compelling one, is unfortunate. That it has failed to do so when the opportunity presented itself shows the consequences of division. Full credit to Arbib- full of bluster and spin he may be, but at least he can run a faction.

  4. The glaring omission here: Conroy remains in Communications. Conjob is widely regarded by people who know a RJ45 from their elbow as the worst comms minister ever – inclusive of Alston.

Disgraceful oversight Kev – smart boys like Brendan O’C floating around, and you keep Caveman Conroy in charge of the information grid.

  7. LOL, Conroy has had the biggest win any Comms minister has ever had, scoring tens of billions for the national broadband network.

Far from being worst ever, if the NBN rollout goes well, he’ll be considered the greatest ever, without peer.

  8. pity that by the time it is all rolled out it will be useless outdated technology

    Posted by Anonymous | June 6, 2009, 20:43
  9. simply not true, once the fibre optic cable is laid, all that will EVER need to get updates are the boxes that process the data.

They can and will be upgraded as the technology allows. Remember data moves at the speed of light in fibre optic cable, this means “Anonymous” will be able to get 3D pron whenever he wants in instant download. This offers another way of pulling himself.

  10. The ‘outdated technology’ argument is a load of balls
Fibre optic is a significant upgrade, are we expected to sit on the existing copper network just in case something 1939469604 times better comes along?

    Pluh-lease

    NBN FTW!

    Posted by Anonymous | June 6, 2009, 21:09
  11. the same was once said about copper wires, fibre optics will be superseded one day

    Posted by Anonymous | June 6, 2009, 21:12
  12. NBN + Cleanfeed = Yes, you can have a Ferrari, but any request to move out of third gear will be subject to approval by an anonymous public servant.

Nuff, have you read any of Conroy’s attempts to defend the cleanfeed in Estimates? A friggin’ embarrassment, while the Greens sound eloquent. The only thing Conroy is great at is increasing the inner-city Green vote.

    Posted by Epstein's Mother | June 6, 2009, 21:14
  13. Cleanfeed has hit a wall of technical impossibility – Conroy has been actively distancing himself

The guy may be a d*ck but NBN is good policy
