MAYNE COURSE: Greedy Melbourne councillor Stephen Mayne under corruption cloud over rorting free-meals entitlement at Town Hall

CouncillorstephenmayneUnemployed Melbourne city councillor Stephen Mayne, who does not live or own property in the inner-city municipality nor maintain business premises within it, as he is required to do so, is under a corruption cloud over his abuse of the free-lunch policy at the Melbourne Town Hall.

Concerned ratepayers are understood to be making complaint to the Independent Broad-based Commission Against Corruption about Mayne’s dodgy enrolment at the election and his abuse of entitlements for private benefit.

Mayne, a once notorious and friendless internet slagger who these days suffers from relevance deprivation syndrome, was accused by former Crikey partners of defrauding them when the “business” was sold to millionaire publisher Eric Beecher, found himself elected to the CBD-based council last year by fluke and, sources say, has had his snout – and trotters – in the trough ever since.

Few ratepayers realise the Melbourne councillors have a practically unlimited amount of restaurant-quality meals and unlimited alcohol supplied to their offices by request over the phone. These are described euphemistically as “internal sustenance arrangements.” A daily menu is provided in the councillors’ suite and is usually lovingly pored over by Councillor Mayne and occasionally others.

Melbourne city councillors for the most part – usually busy and productive people working other jobs – do the right thing with this entitlement. They use it sparingly.

No other public official gets freebie in-house meals. Has Mayne’s corruption of this perk cost Melbourne councillors their free lunch?

Mayne, who is currently unemployed other than occasional low-paid speaking gigs and “work” at the Shareholders Association which they immediately regretted giving him and have now determined to flick him from, is well known among appalled Council officers to be “massively” rorting the free-meals entitlement.

It is believed that Mayne principally relies on his $40,000 council honorarium as a principal source of income and avoids buying any meals for himself, making the fullest possible use of Council a la carte catering and a long series of invitations to anything, once he’s clarified a free and lavish meal is on offer.

Sources familiar with the situation explain that Mayne is not only a council lunch-a-lot but he is also an enthusiastic practitioner of the takeaway scenario, taking back to his outer suburban Templestowe pile, to long-suffering wifey Paula and brats as much freebie food, including smoked salmon, gourmet beef cuts and pastry delicacies as he can carry. The efficiency dividend has yet to hit the Town Hall’s provision of lavish meals to Councillor Mayne, wags say.

Regularly taking ratepayer-funded food and beverages home in this manner could be argued to constitute corruption under the IBAC laws or possibly theft under the Crimes Act. Unfortunately for Mayne, closed circuit vision of such activities are retained by council security. Some see his rorting as all the more ironic given his corruption claims against councillors on the Manningham council, from which he resigned in disgrace after being referred to a councillor conduct panel over his allegations, and the Melbourne council which he slammed as full of campaign finance and entitlement rorters before the last election.

The council – which has not yet released councillor expenses for the newly elected council – has not routinely released data relating to councillor or officer use of the Council kitchens, outsourced to an up-market catering company that provides its services to those hiring Council facilities and to the Council itself.

VEXNEWS understands the council’s own in-house catering bill runs into hundreds of thousands of dollars. Other than Mayne’s greedy abuse of the generosity, we make no allegations of wrongdoing in relation to other councillors or officers at this stage.

  2. Bruce should thank John Howard for running a very prosperous economy and everybody was doing well(lots of jobs and overtime)so they kept on voting for the labor run states.
    The labor party thought otherwise that HawkerBritton was a genius and it was their strategy that labor kept on winning elections.
    but I got to give it to Bruce he knew all along that this was not the case and sold out.
    Stop picking on Bruce hes only trying to make a buck like the rest of those political journos on the take,that spew all that crap every day.
