Stephen Mayne creates “toxic environment” on Manningham council

Where there’s Stephen Mayne, there’s pain, it seems. Manningham’s council loses another councillor as Jessica Villareal quits citing the “toxic environment” created by Stephen Mayne.

  3. In a disaster for democracy, some councillors recently blocked efforts by half the council to elect a (countback) replacement for the outgoing Villarreal.

    Section 76B of the Local Government Act makes it an offence to “improperly seek to confer an advantage or disadvantage on any person”.

    If emails exist which clearly show the predetermined opinion held by a councillor against one of the countback candidates, and that councillor voted against a countback that he/she also stated was likely to be the one elected … do you think there is a case to be investigated by the Local Government Inspectorate?
